Rules of Order and Decorum for WCA

General Association Meetings via Google Meet

 

Section 1: Member Credentials and Digital Access

• Membership Attendance and Standing. In accordance with the Revised Iowa Nonprofit Corporation Act, all members of the WCA possess an inherent corporate right to attend General Association meetings. However, members who are not in good standing—defined as owing outstanding fees or assessments to the campground, or being subject to active Board disciplinary restrictions—shall have their voting privileges and their right to introduce or second motions strictly suspended for the duration of the session.

• Pre-Registration Timeline. Eligible members must submit a formal request for the digital meeting link no later than forty-eight (48) hours prior to the scheduled meeting start time. Late requests will not be accommodated.

• Non-Transferability of Access Links. Google Meet credentials and links are unique to the authorized recipient and are strictly non-transferable. Sharing a link with an unauthorized individual is prohibited. Anyone attempting to join a meeting using credentials issued to another member will be denied entry, and the member who shared the link will be subject to immediate removal from the session.

 

Section 2: Audio Controls and Floor Management

• Mandatory Pre-Meeting Muting. All participants must mute their microphones immediately upon entering the virtual meeting room and prior to the formal call to order.

• Unauthorized Audio Interruptions. To preserve organizational decorum, any participant who unmutes their microphone without receiving explicit prior authorization or formal recognition from the Presiding Officer shall be subject to immediate removal from the electronic meeting by the Host.

Section 3: Scheduling of Member Comments

• Pre-Meeting Floor Requests. Association members who desire to address the assembly or speak on an agenda item during the meeting must submit a written request to the Board no later than forty-eight (48) hours prior to the meeting's scheduled start time. Members who fail to request time within this window will not be recognized to speak from the floor.

Section 4: Recording and Media Restrictions

• Absolute Recording Prohibition. To protect the privacy and personal data of the membership, the capturing, recording, or broadcasting of the meeting's audio or video feed is strictly prohibited by any individual attendee or member. This ban applies to Google Meet's native recording features, external third-party software, screen-capturing applications, auxiliary physical devices, and automated AI recording assistants. Any violation of this provision will result in immediate removal from the meeting.
